When officers arrived, they found two men suffering from gunshot wounds.
ABC7 Eyewitness News spoke to a neighbor on the street close to the incident. Kevin Narimatsu says he is still trying to process the news of this happening so close to his home.
"We've been here for 10 years, it's the first time we ever had anything so nearby," Narimatsu says.
It is still an active scene as police investigate.
The crime scene is at the Sacramental Native American Church.
Both were declared dead at the scene, said police, who did not release additional details about a suspect or what led to the shooting.
Earlier, Santa Clara Street between South 14th and South 16th streets was closed for hours and has been reopened. A portion of 15th is still closed. Drivers were urged to avoid the area and use alternate routes if they can.
