Daly City councilmember urged to resign amid misconduct allegations

DALY CITY, Calif. (KGO) -- Community members have called for Daly City Councilmember Pamela DiGiovanni to resign, citing allegations of harassment, intimidation and assault, as well as concerns about her compliance with a 2025 censure.

The issue dominated a Daly City City Council meeting Monday night, where residents and officials criticized DiGiovanni's conduct and questioned whether she had fulfilled the requirements imposed after the city's formal censure.

"You have bullied, harassed and attempted to intimidate and exclude community members, staff and your colleagues," one speaker said during the meeting.

According to city leaders, they have received multiple complaints regarding DiGiovanni's conduct. Community members alleged a pattern of behavior spanning more than a decade.

Among those speaking was Luis Landos, who recounted an alleged incident with DiGiovanni.

"That was an assault," Landos said at Monday night's council meeting. "...the day she slapped me on my face, that was the day my mother passed away. I won't never forget that."

Daly City Councilmember Juslyn Manalo now has a restraining order against Pam DiGiovanni, after claiming that the colleague assaulted her last month.

Landos said DiGiovanni should step down and acknowledge her actions.

"There has been a long record trail from employees from city workers, staff," he said by phone to ABC7 Eyewitness News.

The controversy surrounding DiGiovanni first became public in October 2022, when Councilmember Juslyn Manalo accused her of physically assaulting her inside a City Hall conference room. Manalo alleged that DiGiovanni slammed a heavy door on her back as she was leaving.

DiGiovanni denied the allegation, calling it entirely "politically motivated" ahead of her reelection campaign.

In response, Daly City commissioned an outside investigation that ultimately led to a formal censure of DiGiovanni in October 2025.

During Monday's meeting, the City Council reviewed a report on that censure and discussed whether DiGiovanni had complied with its requirements.

"We were deeply concerned regarding her compliance with the previous censure," said Daly City Mayor Glenn Sylvester.

According to city officials, DiGiovanni failed to meet requirements related to the censure, including mandatory anti-harassment training.

Sylvester said the city is now considering next steps.

"Where do we go from here? Obtaining further information to see if there's a violation of FPPC or possibly criminal violations," he said.

ABC7 Eyewitness reported that it reached out to DiGiovanni for comment but did not receive a response.

The City Council has not announced any additional action, but community members continued to press for accountability during Monday night's meeting as questions remain about the councilmember's future in office.
