OAKLAND, Calif. (KGO) -- A problem with the new Bay Bridge is worse than first thought.

New testing on the steel rods that hold the eastern tower down show more than a fourth of them may not be protected from corrosion from sea water. Some of them may be missing grout.

All the rods will now be inspected.

Caltrans blames the contract workers saying they made a mistake.

American Bridge-Fluor told Caltrans it will do the inspections and pay to fix the problem if needed.
