NEW YORK -- A man has been arrested and charged with pushing a young mother and her infant from the balcony of a New York City apartment building, police said.

The mother died, and her infant is in critical condition, according to the New York Police Department.

Angel Carrasco, 31, has been charged with murder, attempted murder, manslaughter, attempted manslaughter and assault, according to the NYPD.

New York police officers responded to a 911 call in the Bronx at around 3:30 a.m. on Tuesday to find a 23-year-old woman, identified by police as Nathaly Ramirez and an 8-month-old girl suffering injuries consistent with a fall from an elevated position, according to the NYPD.

According to WABC, officers examined a 15th-floor balcony for evidence.

Upon further investigation, officers determined the two had been allegedly pushed from a balcony, the NYPD said.

Both individuals were taken to Jacobi Hospital. The infant is in critical condition, police said. Ramirez was pronounced dead at the hospital, according to the NYPD.

Police said Carrasco's close friend went to police and told detectives where Carrasco was hiding. Carrasco was arrested by members of the Regional Fugitive Task Force.

Investigators said surveillance video showed Carrasco leaving the apartment building after the incident. Detectives also recovered flowers inside Ramirez's apartment and believe Carrasco had brought them in an attempt to reconcile after recent disputes.

Police said there was a documented history of domestic violence involving the couple. In January, Carrasco was charged with slapping Ramirez during a dispute involving his ex-girlfriend. Days later, he was charged with burglary after allegedly breaking into Ramirez's apartment while looking for her.

The death of Ramirez has drawn renewed attention to domestic violence during Domestic Violence Awareness Month. Her photo has now been added to a wall honoring victims of domestic violence.

"It's a very painful moment today when we hung up Nathaly," said Stephanie McGraw, founder and CEO of WARM, a domestic violence organization in Harlem that works to help victims.

McGraw said her organization would have helped Ramirez and her daughter if they had been contacted.

"We wouldn't have asked any questions. We would have went in, we would have packed her up, we would have got her out and got her to safety," McGraw said.
